Ⅰ, Introduction

    The 1980s and 1990s, "science combined to work mainly; air and power to the main power" under the guidance of the positioning school, our school has established a number of specialized institutes engaged in meteorological communications, radar and satellite meteorological research information technology such as remote sensing. In the new century, in the "vigorously promote technological innovation, improve the level of meteorological services" Meteorological power development strategy to lead in the Sichuan Provincial People's Government and the China Meteorological Administration to build a strategic agreement based on the Chengdu Institute of Information Engineering, 2012 CMA I decided to rely on the school to establish a "China meteorological Administration weather Information Technology joint Research Centre", to integrate resources, strengthen research collaboration, improve R & D level.

    Center main meteorological vast amounts of information shared, weather data integration and visualization, a new generation of meteorological software engineering technology, public weather services, meteorological information technology, focusing on WebGIS-based meteorological applications, meteorological data processing, based on OLAP weather Web service, process-driven meteorological data distribution and sharing applications such as research and development work on.

    The center has 44 members, of whom have senior titles 26 people. 31 people with a master's degree, doctorate 12 people.

    The past five years, the center has completed more than 140 projects related to weather industry, the cumulative funds 38.17 million yuan. Among them, the Ministry of Science national nonprofit industry research and special 19, the Ministry of Science major national scientific instruments developed a special provincial meteorological department project 28.

Ⅱ, The Key Areas of Cooperation and Technology

Meteorological service big data research and service development

    Depth study of meteorological data meteorological satellites, weather radar and other data fusion; massive study of structured data (ground automatic weather station data) management and information resources development; mining industry to develop different meteorological operational meteorological services based on new areas of business big data.

A new generation of meteorological software engineering technology

    Study on Service Oriented Architecture meteorological software engineering technology, extraction, transformation and loading weather information heterogeneous information systems, Dynamic member configurable mechanisms that control member open computer system, the member state detection and tracking mechanism, member behavior event monitoring mechanism, member state delivery mechanism and dynamic configuration algorithm described mechanism.

Meteorological service-oriented visual integrated products

    Integrated USA UCAR (University Corporation for Atmospheric Research) open source IDV (Integrated Data Viewer) technology and WebGIS, for automorphisms morphisms, develop seed filling method, Barnes objective analysis grid and other components, to achieve a one-dimensional, two-dimensional, three-dimensional meteorological service products.

Earth Science Content Management System Application Development

    Earth Science-based content management system (RAMADDA), the ground element management objective analysis of large quantities of product grid field, ncep gridded field of products, documentation and other meteorological services, the development of a unified shared using a variety of business data.

Meteorological services Standardization Technical and ontologies

    Using ontology theory, based ProtégéGUI software, according to the automorphism morphisms principle, follow the national public weather service classification and coding standard resource named expressions to achieve terminology management, resource allocation management. Meteorological Services Knowledge Ontology-based design, development of meteorological disasters, meteorological services crop, crop pests and weather services, forestry pest meteorological services, tourism meteorological services ontologies, provides a standardized technology for the public weather services.
